Transport Canada (TC) derives its responsibility for accessibility from the National
Transportation Policy articulated in the Canada Transportation Act that states
"it is declared that a competitive, economic and efficient national transportation
system...(is, inter alia) most likely to be achieved when the transportation system
is accessible without undue obstacle to the mobility of persons, including persons
